Ev's assumption is that there are ever-more people with something to say, beyond even Facebook posts or tweets (surprising in itself that people are so expressive and have such a need to be), and a reasonable ability to say it. Many even have an audience of interest. What they need are better tools. If you build that system -- i.e., a platform -- and it becomes the system of choice, then, like Twitter, you can create an ecosystem of mutual dependence and cross reference and community, and ever-more shared tools, that bind your users forever, hence attracting more users, and their friends and business associates. And then control the world.
Publishing people, still focused on what ought, or what ought not, to be said, can only look on in wonder and stupefaction.
